Goal
- Maintain FCIS baseline compliance for this toolkit-ops repository.

Controls
- Keep policy in `AGENTS.md` only.
- Keep intent in `PLANS.md` only.
- Keep procedures in `.codex/skills/*/SKILL.md` and scripts.

Maintenance checklist
1. Update `PLANS.md` for multi-step/high-risk changes.
2. Add/update skill docs for any new runbook.
3. Run `./scripts/fcis_check.sh` before pushing.
4. Keep Apple artifacts out of git.
