## Current implementation slice — English-only estate language baseline (2026-08-27) - **Chapters/readings** — 07/08 (bounded change and evidence authority); 92 (one estate with specialized authorities); 111 (publication follows evidence and state is a projection). - **Decision** — public Fountain Coach estate projections remain English-only until translation agents are governed and admitted. English factual references to Germany, German works, or European regulators remain valid. - **Implementation** — bilingual legal copy and German-facing status labels were removed from the publication source; generated Governance HTML was rebuilt and the estate validator passed. - **Excluded, and why** — translation-agent implementation and remote publication remain separate governed slices. ## Current status correction — Chapter 109 local acceptance (2026-08-26) **Goal:** keep the governance record aligned with the accepted `semantic.measure` implementation without promoting a bounded local macOS result to release or portability evidence. **Governance read record:** Chapters 07/08 (planning, evidence, and claim boundaries); 81 (typed MIDI2 capability plane); 93 (admission and release); 104 (event-time and terminal completion); 108 (portable runtime gate); 109 (NaturalLanguage host adapter and measurement instrument). **What they forbid here:** leaving the stale “not yet implemented” claim in the current-status section; treating the local macOS acceptance as Linux equivalence, public release, or production deployment; and silently admitting `semantic.measure` into the Copilot registry without a deliberate contract decision. **Result:** Chapter 109 now records implementation and bounded local live acceptance at integration commit `088445a4650b7d49e676cb9533a5fb801c0da9cf`, with its Store/MIDI2/AX evidence binding. The capability remains not released and Linux remains unadmitted. **Tracked next actions:** 1. Decide whether `semantic.measure` is a first-class FCIS/Copilot registry identity or an internal MIDI2 instrument; update the registry and generated artifacts only after that decision. 2. Repair the audit drift where `image.generation.openai` is exposed while unavailable, then rerun the capability audit and contract checks. 3. Live-accept `storify.source.start` through the app-server transport with asynchronous MIDI2 lifecycle, Store, AX, failure, and recovery evidence. 4. Continue Chapter 108's type/model split and establish the clean macOS/Linux core-runtime build-and-test gate. These are separate gates; none is implied by the Chapter 109 local acceptance. ## Current planned phase — CodexKit FCIS-KIT governance boundary (2026-08-20) **Goal:** govern the pasted production-quality Swift CodexKit request before implementation, preserving the boundary between the official Codex app-server protocol, the reusable kit, the Reframe MIDI2 adapter, and the authorities that can prove execution. **Governance read record:** - **Chapters read:** 07 (planning discipline and no unbounded work); 08 (independent acceptance and evidence); 63 (reusable Swift kit boundary and upstream-first release); 81 (one universal MIDI2 command plane); 86 (portable stage ownership, lane identity, and receipt lineage). - **What they forbid here:** treating a child process, SDK façade, log, or model response as a Reframe result; inventing a second command vocabulary; placing product/UI/Store types in a reusable kit; or publishing intent as runtime truth. - **Conflicts:** the pasted prompt requests a generic Codex façade, while Chapters 81 and 86 require all Reframe execution to remain behind the existing MIDI2 and Store authorities. The chapter resolves this by making CodexKit itself a reusable IDL-bound MIDI2 instrument, while keeping product meaning and host Store/AX evidence outside the kit; it does not merge vocabularies. - **Excluded, and why:** Chapters 87 and 44 were not added to the five-chapter record; the monitor and public/private publication rules are treated as downstream acceptance and publication gates, not as additional kit design scope. **Slice:** Chapter 88 is the governance slice.
