# Accessibility declaration

The Governance book is a free technical publication, not a paid e-book or e-commerce service. This declaration records
engineering evidence and is not legal advice or a conformity certificate.

The generated site uses semantic HTML with named banner, main, chapter navigation, headings, footer, skip link, and
labeled controls. Its responsive chapter rail exposes menu state through `aria-expanded` and `data-open`. The local
acceptance runner records accessibility-tree assertions and visual-regression captures for light, dark, and mobile
states. The site supports reduced motion and follows the operating system's light/dark appearance preference.

FCIS-AX is the semantic authority and FCIS-VRT is the visual authority for this publication. Engineering evidence does
not establish legal conformity. Production hosting, a future paid/e-book service, or a material surface change requires
a fresh accessibility and compliance review.
