# FCIS Compliance Plan — FountainProjectKit

1. Keep the core deterministic, dependency-light, and exact-text preserving.
2. Require typed revision conflicts instead of silent overwrite.
3. Keep store, clock, scheduling, and export behind injected protocols.
4. Test creation, update, flush, recovery, interruption, and failure offline.
5. Require each consumer to expose the custody state through its own AX and behavioral proof surfaces.
6. Release only with package revision, Swift toolchain, platform profile, and test evidence recorded.
